Summary of the House Committee Version of the Bill

HCS SCS SB 497 -- COUNTIES

SPONSOR:  Scott (Wilson, 119)

COMMITTEE ACTION:  Voted "do pass" by the Special Committee on
Government Affairs by a vote of 7 to 0.

This substitute changes the laws regarding counties.  In its main
provisions, the substitute:

(1)  Requires unclaimed money or property found on a deceased
individual to be delivered to the public administrator;

(2)  Changes the deadline for county commissions to receive
proposals and publicly open bids from banks bidding to be a
depository of public funds from April 1 of each year to any date
on or before the first Monday of July; and

(3)  Specifies that any transportation sales tax approved on or
after August 28, 2007, by the voters in either the City of St.
Louis or St. Louis County will not require approval in both
jurisdictions to become effective.

FISCAL NOTE:  No impact on state funds in FY 2008, FY 2009, and
FY 2010.

PROPONENTS:  Supporters say that the bill allows public
administrators to collect and hold income or moneys found on
deceased individuals and requires them to follow established
statutory procedures for the disposition of the moneys.

Testifying for the bill were Senator Scott; and Becky Schofield.

OPPONENTS:  There was no opposition voiced to the committee.
